Ration Card – Services, Apply, Track & Official Links

A Ration Card is a crucial official document issued by State Governments in India under the directives of the Ministry of Consumer Affairs, Food and Public Distribution. It serves a dual purpose: it acts as a verified proof of identity and nationality, and more importantly, it allows eligible lower-income families to purchase subsidized food grains (such as wheat, rice, and coarse cereals) through the Public Distribution System (PDS).

Ration Card Services: Apply Online, Track Status & Official Links

With the implementation of the National Food Security Act (NFSA) and the digitization of services, managing your ration card has become easier. Through initiatives like ‘One Nation One Ration Card’ and the ‘Mera Ration 2.0’ mobile app, citizens can now access their food entitlements anywhere in the country.

While the central government (via NFSA) allocates the food grains and sets the broader rules, Ration Cards are physically and digitally issued by the respective State or UT Food and Civil Supplies Departments. There is no single universal form to apply for a ration card; you must apply through your specific state’s portal.

Types of Ration Cards under NFSA

After the implementation of the National Food Security Act, 2013, the old APL (Above Poverty Line) and BPL (Below Poverty Line) card systems were largely restructured into the following primary categories:

1. Antyodaya Anna Yojana (AAY) Ration Card

This card is issued to the “poorest of the poor” households.

  • Benefits: Every AAY household is entitled to a flat 35 kg of food grains per month (usually a mix of 20 kg rice and 15 kg wheat), regardless of the number of family members.
  • Who is eligible: Landless agricultural laborers, daily wage earners, destitute individuals above 65 years of age, and households with no stable income.

2. Priority Household (PHH) Ration Card

Households that do not fall under AAY but meet the state government’s vulnerability criteria are issued PHH cards.

  • Benefits: PHH cardholders are entitled to 5 kg of food grains per person, per month. (For example, a family of 4 will receive 20 kg total).
  • Who is eligible: Families meeting the inclusion criteria set by their specific state governments.

(Note: The physical color of these cards—such as yellow, red, pink, or green—varies significantly from state to state.)

What is the “One Nation One Ration Card” (ONORC) Scheme?

Previously, citizens could only collect their subsidized rations from the specific Fair Price Shop (FPS) where their card was registered. The One Nation One Ration Card (ONORC) scheme introduced national portability.

  • Benefit for Migrant Workers: If you are a resident of Bihar but move to Maharashtra for work, you do not need to apply for a new ration card. Using your existing ration card number and Aadhaar-based biometric authentication, you can collect your entitled food grains from any electronic Point of Sale (ePoS) enabled ration shop in Maharashtra.

Mera Ration 2.0 App: Digital Services at Your Fingertips

The National Informatics Centre (NIC) recently launched the Mera Ration 2.0 App, modernizing how citizens interact with the PDS system.

Key Features of the App:

  1. Digital Ration Card: Download a barcode/QR-enabled digital copy of your ration card on your smartphone.
  2. Transaction History: Check exactly how much ration was issued to you in the last 6 months to prevent dealer fraud.
  3. Locate Fair Price Shops (FPS): Use GPS to find the nearest active ration shops, especially useful for migrant workers using ONORC.
  4. Entitlement Check: See exactly how many kilograms of wheat and rice your family is eligible for this month.
  5. Grievance Redressal: Directly file complaints regarding food quality or dealer misbehavior through the app.

(The app is available on both Android and iOS. Log in using your Aadhaar number or Ration Card number along with the registered mobile number.)

How to Apply for a Ration Card Online

Because the central NFSA portal acts as a directory, the actual application must be submitted on your respective state’s website:

  1. Visit the State Portal: Go to the official NFSA portal (nfsa.gov.in) and click on “Ration Card State Portals”, or navigate directly to your state’s Food & Civil Supplies website (e.g., fcs.up.gov.in, food.mah.nic.in).
  2. Register/Login: Click on the “New Ration Card Application” or “Citizen Login” link.
  3. Fill the Form: Enter details for the Head of the Family, residential address, and add the names and Aadhaar numbers of all family members.
  4. Upload Documents: Upload scanned copies of your Aadhaar cards, address proof, income certificate, and photographs.
  5. Submit & Pay: Submit the form and pay the nominal state fee (if applicable).
  6. Save Reference Number: You will receive an Application Number. Save this for tracking your status.
  7. Field Verification: A local Food Inspector or block official will verify your residential address and income claims physically or electronically.
  8. Card Generation: Upon approval, your digital ration card will be generated and available for download.

Instructions for CSC / VLE Operators

There is no universal “CSC Login” on the central NFSA website. CSC operators and VLEs must process ration card applications through their respective state’s e-District portals or via the UMANG platform using their authorized state credentials.

Common Problems and Solutions

  • OTP Not Received: If you aren’t receiving OTPs on the Mera Ration app or state portal, ensure your mobile number is linked to your Aadhaar. If the network is fine, the state server may be experiencing high traffic; try again during off-peak hours.
  • Adding a Newborn Baby: To add a newborn, you need their Birth Certificate and the parents’ Aadhaar cards. Use the “Member Addition” facility on your state portal or visit a nearby CSC to update the family details.
  • Dealer Giving Less Grain: If the Fair Price Shop owner provides less grain than your entitlement or overcharges, do not argue locally. Immediately file a complaint via the Mera Ration 2.0 app’s ‘My Grievances’ section, or call the national toll-free PDS helpline (1967).

Services for VLEs / CSC Operators

CSC/VLE access is not uniformly confirmed for all ration card services. Operators should use the applicable state government portal or officially authorized service channel. A universal CSC ration card operator login or registration link is not clearly specified on the official sources.
