How to Login to Digital Seva Portal (VLE Access)

A general citizen cannot log into this portal directly. Only VLEs with a valid active CSC ID can access these services. Here is the correct login process:

  1. Visit the Official Website: Go to the official portal digitalseva.csc.gov.in.
  2. Click on Login: Click the ‘Login’ button located at the top right corner of the homepage.
  3. Enter Credentials: You will be redirected to the ‘Digital Seva Connect’ page. Enter your 12-digit CSC ID (Username) and Password.
  4. Solve Captcha: Enter the Captcha code shown on the screen and click Sign In.
  5. Access Dashboard: Upon successful login, you will land on your main Dashboard, from where you can search for and execute all services (under the ‘Services’ tab).

How to Add Money to the CSC Wallet (Top-up)

To deliver any paid service (such as processing a PAN card or paying a utility bill), a VLE must have sufficient balance in their CSC Wallet. Here is how to top it up:

  1. Log in to the Digital Seva Portal and go to the Dashboard.
  2. On the left-hand menu, click the ‘Wallet’ icon and select ‘Summary’.
  3. Click on the ‘Add Money to your Wallet’ button.
  4. You will be redirected to the payment gateway page.
  5. Select the “Add Money to Wallet using other PG” option.
  6. Enter the amount you wish to add, select a payment gateway (e.g., HDFC, Axis, SBI), and complete the payment using UPI, Net Banking, or Credit/Debit Card.
  7. Upon successful payment, the amount will instantly reflect in your CSC Wallet.

(Important Note: Always maintain a minimum balance of ₹100 in your wallet, otherwise, transaction processing will be temporarily blocked.)

Track Transactions & Raise a Grievance (Ticket System)

Occasionally, while processing a citizen’s request, the wallet amount gets deducted but the service receipt fails to generate (e.g., a bill payment failure). In such cases, VLEs must raise a ticket for a refund:

  1. Log in to the Digital Seva Dashboard.
  2. Scroll down on the left menu, click the ‘Support’ tab, and select ‘Tickets’.
  3. Click on the ‘Create Ticket’ button.
  4. Choose the option “I have done a purchase” and enter your failed Transaction ID or Order Number.
  5. Briefly describe your issue in the text box (e.g., “Wallet amount was deducted but the receipt was not generated. Please refund.”).
  6. Submit the ticket. The backend helpdesk team usually resolves the issue and initiates a wallet refund within 24 to 48 hours.

Common Problems and Solutions

1. I am getting an “Invalid Username or Password” error.

  • Solution: Ensure you are entering the correct 12-digit CSC ID. If you have forgotten your password, click on ‘Forgot Password’ on the login page. A secure link/OTP will be sent to your registered mobile number and email to reset it.

2. Money was deducted from my wallet, but the transaction failed.

  • Solution: Do not panic. Go to Support > Tickets and generate a ticket for that specific order. In most cases, the system automatically detects the failure and refunds the amount to your wallet within 24 hours.

3. A specific service is showing “Under Maintenance” on the portal.

  • Solution: If a major government service (like Ayushman Bharat or PAN) is under maintenance, it means the backend government server is temporarily down. You just need to wait and try again after a few hours.
