Developed by CSC e-Governance Services India Limited in collaboration with the National Payments Corporation of India (NPCI), it is a highly secure Aadhaar Enabled Payment System (AePS).

DigiPay vs. DigiPay Web vs. DigiPay Lite
VLEs are often confused about the three different DigiPay platforms. Here is the exact difference:
- DigiPay App (Windows/Android): This is the core, installable software application. It requires downloading a setup file to your PC or installing the APK on your mobile.
- DigiPay Web: This is the browser-based version (
digipayweb.csccloud.in). It requires no software installation and can be accessed directly via the Digital Seva Connect SSO portal. - DigiPay Lite: Launched to bypass server downtimes on the main portal, this is a lightweight alternative. It operates on a separate server and requires VLEs to complete a fresh, separate e-KYC process to get a unique Lite password.
How to Download & Install DigiPay (Windows)
- Download: Visit the official website at digipay.csccloud.in and download the latest DigiPay Setup file for Windows.
- RD Service Check: Ensure your biometric device drivers and RD service software (e.g., Morpho RD Service) are already installed and running on your PC.
- Extract & Run: Extract the downloaded
.zipfolder. Right-click on theDigiPay_Setup.exefile and select “Run as Administrator”. - Install: Follow the on-screen instructions (click ‘Next’) and finish the installation. Restart your PC if prompted.
DigiPay Registration & Login Process
DigiPay follows stringent security protocols mandated by the RBI and UIDAI. To log in daily, follow this process:
- Open the DigiPay application on your desktop or mobile.
- Enter your CSC ID and click ‘Proceed’.
- An OTP will be sent to your registered mobile number and email ID. Enter the OTP to validate.
- VLE Self-Authentication: You must now place your own finger on the biometric scanner. The system will verify your identity against the Aadhaar database.
- Once your fingerprint matches, the DigiPay Dashboard will open, and you can begin serving customers.
(Warning: VLEs must NEVER save, store, or write down a customer’s Aadhaar number or capture biometric data for future use. This is a severe criminal offense under the Aadhaar Act.)
How to Manage Payouts & CSC Wallet Top-Up
1. Payout (Transferring earnings to your bank)
When you withdraw cash for a customer, the digital equivalent is added to your DigiPay balance. Moving this money to your own bank account is called a Payout:
- Go to the ‘Payout’ option on the Dashboard.
- Select your registered bank account (this is auto-fetched from your CSC profile).
- Enter the amount and authenticate using your fingerprint.
- Charges: NEFT transfers are completely free. If you choose IMPS for an instant transfer, the charge is ₹5 + GST (for amounts up to ₹25,000) and ₹10 + GST (for amounts above ₹25,000).
2. DSP Wallet Top-up (Funding your CSC Wallet)
You can directly move funds from DigiPay to your Digital Seva Portal wallet to pay for PAN cards, electricity bills, etc.
- Click on DSP Wallet Topup on the dashboard.
- Enter the amount (Minimum ₹100, Maximum ₹2,00,000).
- Click ‘Scan and Proceed’ and provide your fingerprint. The money will instantly reflect in your main CSC wallet.
Track Transactions & Raise a Grievance (Ticket System)
Due to banking server fluctuations, a customer’s bank account may be debited, but the transaction shows as “Failed” on DigiPay. To resolve this, you must raise a ticket:
- Scroll to the bottom of the DigiPay Dashboard and click on the ‘Support’ tab.
- Select the ‘Raise a Ticket’ option.
- Provide the transaction details and enter the RRN (Retrieval Reference Number) or UTR of the failed transaction.
- Submit the form.
- You can track the resolution under ‘Check Ticket Status’. Failed AePS transactions are generally auto-refunded to the customer’s original bank account within 3 to 7 working days.
Common Problems & Solutions
1. I am getting a “Biometric Device Not Found” or “RD Service Error”.
- Solution: This is a local PC issue. Open the ‘Services’ menu on your Windows PC (search for
services.msc). Locate your device’s service (e.g., Mantra App Service or Morpho RD Service), right-click, and select Restart. Also, ensure your device’s annual RD subscription hasn’t expired.
2. How do I change my Payout Bank Account in DigiPay?
- Solution: You cannot change your bank account from inside the DigiPay app. You must log in to the official CSC registration portal (register.csc.gov.in) under ‘My Account’, go to the ‘KYC Update’ section, and update your banking details with a new cancelled cheque.
3. The system shows an “Aadhaar Limit Exceeded” error.
- Solution: As per RBI and NPCI guidelines, most major banks only allow a customer to perform one AePS cash withdrawal or balance check per day. Ask the customer to return the next day.
Services for VLEs / CSC Operators
- VLE Registration & Login: Authorized VLEs access the system using their valid CSC ID, OTP verification, and self-biometric authentication.
- CSC Wallet Top-up: Operators can seamlessly use AePS earnings to top up their main Digital Seva Portal wallet.
- Passbook & Logs: View real-time transaction history, daily ledgers, payouts, and generated commissions.
- Ticket Management: Operators can log complaints for failed or pending transactions using the RRN or UTR number.
Help & Grievance
- Official Ticketing: VLEs must use the “Raise a Ticket” or “Check Ticket Status” options under the “Support” tab inside the DigiPay application to officially resolve transaction failures or payout issues.

Important Note
- Citizen Limitations: General citizens cannot log in or register on this portal. They must visit their local CSC center and provide their Aadhaar number and fingerprint for transactions.
- Mandatory Hardware: VLEs require a Windows or Android device, stable internet connectivity, and an active RD-service certified biometric scanner to operate the portal.
- Authentication Security: VLEs must successfully complete their own Aadhaar-based biometric authentication before they can initiate any customer transactions.
