State EWS vs. Central EWS
Many state governments (e.g., Maharashtra, Haryana, Bihar) have modified the income limits and property rules for state-level EWS reservations. How to Apply for an EWS Certificate Online
Most states have digitized the EWS application process through their respective e-District Portals. To apply online as a citizen, follow these general steps:

- Enter your unique Application Number.
- Once the Patwari’s verification is complete and the status updates to “Approved / Certificate Issued”, log back into your citizen dashboard.
- Click on “Download Certificate” to retrieve the digitally signed PDF. Modern EWS certificates carry a cryptographic digital signature and a secure QR code, making physical ink signatures unnecessary.
Common Problems and Troubleshooting
- Application Rejection: The most common reasons for rejection are missing ITR/Income proofs or an incorrectly formatted notarized affidavit. Ensure your asset declaration strictly matches the official template.
- Delays in Property Verification: Because the EWS certificate requires verification of both agricultural and residential properties, the field inspection by the Patwari can take time. If your application remains pending beyond 21 days, visit your Tehsil physically with your Application Number.
- Incorrect Format Issues (Central vs. State): If you are applying for UPSC, SSC, or Central Universities, ensure you select the “Government of India” (Annexure-I) format during application. A state-format EWS will be rejected during central document verification.
