Central OBC vs. State OBC: What is the Difference?
The biggest point of confusion for students and job aspirants is the difference between a State and a Central OBC certificate. The certificate you need depends entirely on where you are applying:
- State OBC Certificate: This is issued by your state government. If your caste is listed in the state’s OBC list, you can use this certificate for state-level jobs (e.g., State Police, State PSC) and state universities.
- Central OBC Certificate: This is issued in the prescribed Central Government format (Annexure). You are only eligible for this if your caste is included in the Central List maintained by the National Commission for Backward Classes (NCBC). For exams like SSC, UPSC, Railways, and central universities (DU, JNU, IITs, NITs), only the Central OBC Certificate is valid.
(Note: It is highly possible for a caste to be recognized as OBC in a specific state but categorized as General/UR in the Central List. Always verify your caste on the official NCBC website before applying for central exams.)
Creamy Layer vs. Non-Creamy Layer (NCL)
The 27% OBC reservation is not available to everyone in the OBC category. It is divided into two sub-categories based on the family’s financial status:
1. Non-Creamy Layer (NCL)
- Income Limit: If the gross annual income of the applicant’s parents for the last three consecutive financial years is less than ₹8 Lakhs, the applicant falls under the NCL category.
- Benefit: Only NCL candidates are eligible to claim the actual 27% OBC reservation.
- (Note: The income calculation considers the parents’ income from salaries and investments. Agricultural income is generally excluded under specific government rules.)
2. Creamy Layer
- Income Limit: If the parents’ gross annual income exceeds ₹8 Lakhs, or if the parents hold Group A/Class 1 Gazetted Officer posts in the government.
- Benefit: Creamy layer candidates do not get any reservation benefits. They are treated on par with the General (UR – Unreserved) category.
How to Apply: Step-by-Step Process
Method 1: Via CSC VLE (Easiest for Citizens)
- Visit your nearest CSC (Common Service Centre) or e-Mitra/Jan Seva Kendra.
- Carry all required documents (Aadhaar, Income Proof, Old Caste Proof, Photo).
- The VLE will log in to their Digital Seva Portal (e-District access) and fill out the application on your behalf.
- Pay the nominal service fee (₹30-₹50). The VLE will provide you with an Application / Reference Number receipt.
Method 2: Online Self-Application (Citizen Login)
If you wish to apply yourself (e.g., via the UP e-District portal):
- Visit your state’s e-District portal (e.g., edistrict.up.gov.in).
- Click on “Citizen Login (e-Sathi)” and complete the new user registration.
- Once logged in, navigate to the ‘Application Form’ section and select ‘Caste Certificate’.
- (Note: When choosing the format, select ‘State’ if applying for state jobs, and ‘Central’ if applying for central govt jobs).
- Fill in your personal details, permanent address, caste, sub-caste, and family income details.
- Upload your Photograph, Self-Declaration, and supporting documents in the required size/format.
- Complete the online payment via Net Banking/UPI and save the Application Number.
How to Track Application / Status
To check the current status of your application:
- Go to the homepage of your state’s e-District portal.
- Look for the “Track Application Status” or “आवेदन की स्थिति” link.
- Enter your Application Number.
- The screen will display where your file is currently pending (e.g., with the Lekhpal, Tehsildar, or SDM) or if it has been approved.
How to Download / Print OBC Certificate (DigiLocker)
Once your certificate is approved by the Tehsildar or SDM, you do not need to visit the office physically.
From the e-District Portal: Log in to your Citizen account, go to “Disposed Applications,” and download the digitally signed PDF of your certificate.
From DigiLocker (Valid Everywhere):
- Open the DigiLocker App or website.
- Navigate to “Search Documents” and type “Caste Certificate.”
- Select your respective state’s Revenue Department.
- Enter your Application Number and Certificate Number.
- Your original, digitally signed certificate will be downloaded. This digital copy is 100% legally valid for all document verifications.
Common Problems and Solutions
- Problem: My application has been stuck with the ‘Lekhpal’ (Patwari) for weeks.
- Solution: In many areas, the Lekhpal conducts physical verification. Print your application receipt, attach copies of your documents, and visit your local Tehsil to meet the Lekhpal directly to expedite the process.
- Problem: My application was rejected.
- Solution: Check the tracking status for the rejection reason. Most applications are rejected because the attached Income Certificate is expired (older than 3 years) or a valid old caste proof from the father’s side was not provided. Fix the error and re-apply.
- Problem: I have a State OBC certificate, but SSC is asking for a Central OBC certificate during Document Verification.
- Solution: SSC/UPSC do not accept state-format certificates. You must immediately apply for the Central Format OBC certificate through your e-District portal or local Tehsil.
