Citizen Services: PAN, Passport, Voter ID & Driving License

Under the Government of India’s ‘Digital India’ initiative, it is now possible for citizens to apply for almost all essential government documents online. You no longer need to rely on agents or stand in long queues at government offices to get your PAN Card, Passport, Voter ID, or Driving License.

You can avail of these Citizen Services directly through official government portals or by visiting your nearest Common Service Centre (CSC). On this page, we provide a complete, step-by-step guide to the 4 most important citizen services, including exact government fees, required documents, and official application procedures.

1. PAN Card Services

The Permanent Account Number (PAN) is a 10-digit alphanumeric identifier issued by the Income Tax Department. It is mandatory for opening bank accounts, conducting financial transactions over ₹50,000, and filing Income Tax Returns (ITR).

  • Official Portals: In India, PAN cards are processed primarily by two authorized agencies: NSDL (Protean) and UTIITSL. (Both are equally valid).
  • Government Fee: The official fee for a physical PAN card dispatched within India is ₹107. If you only need an e-PAN, the fee ranges between ₹66 and ₹72.
  • Required Documents: Your Aadhaar Card is generally sufficient as it serves as proof of identity, address, and date of birth.
  • Instant Free e-PAN: If you are in a hurry, you can generate a free e-PAN within 10 minutes via the Income Tax e-Filing portal using Aadhaar OTP authentication.

How to Apply: Visit the NSDL (tin-nsdl.com) or UTIITSL website, fill out Form 49A (for Indian citizens), complete Aadhaar e-KYC, and make the ₹107 payment online. Your physical PAN card will be delivered to your address within 7 to 15 days.

2. Passport Seva

A passport is issued by the Ministry of External Affairs and serves as the ultimate proof of Indian citizenship, identity, and address for international travel.

  • Categories & Fees (For Adults – standard 36 pages):
    • Normal Passport: ₹1,500 (Usually takes 15 to 30 days, issued after successful Police Verification).
    • Tatkaal Passport: ₹3,500 (Issued within 3 to 7 days on a priority basis; Police Verification is conducted post-issuance).
  • Required Documents: Address proof (Aadhaar/Voter ID/Electricity Bill) and Date of Birth proof (10th Marksheet or Birth Certificate).

How to Apply:

  1. Register on the official website: passportindia.gov.in.
  2. Fill out the online application form and book an Appointment at your nearest Passport Seva Kendra (PSK).
  3. Pay the fees online and print the Appointment Receipt.
  4. Visit the PSK on the scheduled date and time with all your Original Documents for physical verification.

3. Voter ID / EPIC

Every Indian citizen who has attained the age of 18 has the constitutional right to vote. The Election Commission of India has simplified the process of applying for a new Voter ID (EPIC) or making corrections online.

  • Official Portal: Voters’ Services Portal (voters.eci.gov.in).
  • Government Fee: Applying for a new Voter ID or making corrections is completely Free of Cost.
  • Important Forms:
    • Form 6: Used for new voter registration (Fresh Enrolment).
    • Form 8: Used for corrections in existing details, shifting of residence, or requesting a replacement Voter ID.
  • Required Documents: A passport-size photograph, proof of age (Aadhaar/Birth Certificate/Marksheet), and proof of address.

4. Driving License / Parivahan

A Driving License (DL) is mandatory to operate a motor vehicle on Indian roads. Through the Ministry of Road Transport’s ‘Sarathi Parivahan’ portal, many RTO services have now become Faceless (entirely online).

  • The Mandatory 2-Step Process:
    1. Learner’s License (LL): You must first apply for an LL. Using Aadhaar e-KYC, you can take the required road safety test online from home and download your LL immediately. (An LL is valid for 6 months).
    2. Permanent DL: After exactly 1 month of your LL being issued, you become eligible to apply for a Permanent DL. For this, you must book an appointment, visit the RTO, and pass a physical driving test.
  • Government Fee: DL fees depend strictly on your State RTO policies and the vehicle category (e.g., MCWG, LMV), usually ranging between ₹300 and ₹1000.
