Various administrative, revenue, and welfare services are made available online by the government for the residents of Jharkhand. Thanks to ‘Digital India’ and e-governance initiatives, citizens of Jharkhand no longer need to stand in long queues or visit government offices and circle offices for income certificates, caste certificates, residential certificates, or land records.

You can avail of all these services from the comfort of your home via your mobile phone or computer using the JharSeva and JharBhoomi portals. On this page, we provide a complete, actionable guide to the Jharkhand government’s most important services, online portals, and application procedures.

1. JharSeva Portal (Certificates & Citizen Services)

The JharSeva (jharseva.jharkhand.gov.in) portal operated by the Government of Jharkhand is the primary digital platform for issuing various revenue and administrative statutory certificates to citizens.

Major Services Available:

  • Residential / Domicile Certificate: Official proof of being a local resident of Jharkhand.
  • Income Certificate: Essential for educational scholarships and government scheme benefits.
  • Caste Certificate: Required for Scheduled Caste (SC), Scheduled Tribe (ST), and Backward Class (BC/OBC) category benefits and reservations.
  • Other Services: Birth and Death registration, Legal Heir certificates, and various department-related services.

How to Apply Online on JharSeva

  1. Visit the official website: jharseva.jharkhand.gov.in.
  2. Click on “Register Yourself” as a new user to create your account (a valid mobile number and email ID are mandatory).
  3. Log in using your User ID and Password.
  4. Navigate to the “Apply for Services” section, click on “View all available services”, and select your desired certificate (e.g., Residential Certificate).
  5. Accurately fill out the online form and upload the necessary supporting documents (such as your identity proof, affidavit, and local recommendation report) in PDF format.
  6. Upon submission, you will receive an Acknowledgment / Application Reference Number, which you can use to track the real-time status of your application.

2. JharBhoomi (Jharkhand Land Records & Revenue Portal)

Operated by the Department of Revenue, Registration and Land Records, the JharBhoomi (jharbhoomi.jharkhand.gov.in) portal is the official platform for viewing land records online.

  • Apna Khata: View land Khasra, Khata, and plot details online.
  • Online Register II (Pangi-2): Check current land registration details and land tax payment statuses.
  • Online Mutation (Dakhil-Kharij): Apply online for property mutation following land transactions.
  • How to Check: You can visit the JharBhoomi portal, select your district, circle (anchal), halka, and mouza to view and verify land records online.

Common Problems & Solutions

  • JharSeva Login OTP Issue: If you experience delays receiving an OTP on your mobile phone while logging into the portal, check your network connection or try again after some time.
  • Application Pending at Anchal Office: If your application shows as pending at the Circle Officer (CO) level for an extended period, you can contact the respective revenue employee for physical document verification.
  • JharBhoomi Server Slowness: Due to heavy access traffic, the JharBhoomi portal can occasionally experience slow loading times when checking land records. Refreshing the page or trying during off-peak hours resolves the issue.
