Nagaland Services: e-District Nagaland, Indigenous Inhabitant Certificate & Citizen Services

Various administrative, revenue, and welfare services are made available online by the government for the residents of Nagaland. Thanks to ‘Digital India’ and e-governance initiatives, citizens of Nagaland no longer need to stand in long queues or visit government offices and district headquarters for indigenous inhabitant certificates, income certificates, backward tribe certificates, or other official documents.

You can avail of all these services from the comfort of your home via your mobile phone or computer using the e-District Nagaland portal. On this page, we provide a complete, actionable guide to the Nagaland government’s most important services, online portals, and application procedures.

1. e-District Nagaland Portal (Certificates & Citizen Services)

The e-District Nagaland (nagaland.gov.in) portal operated by the Government of Nagaland is the primary digital platform for issuing various revenue and administrative statutory certificates to citizens.

Major Services Available:

  • Indigenous Inhabitant Certificate (IIC): Official proof of being an indigenous inhabitant of Nagaland, essential for availing state benefits and tribal preferences.
  • Backward Tribe Certificate (BT): Required for specific category reservations and educational scholarships within the state.
  • Income Certificate: Essential for educational scholarships and government welfare scheme benefits.
  • Other Services: Senior Citizen certificates, Legal Heir certificates, and various department-related welfare services.

How to Apply Online on e-District Nagaland

  1. Visit the official website: nagaland.gov.in or the designated e-District service portal.
  2. Click on “Register” or “New User” to create your account as a new user (a valid mobile number and email ID are mandatory).
  3. Log in using your User ID and Password.
  4. Navigate to the “Apply for Services” section and select your desired certificate (e.g., Indigenous Inhabitant Certificate) under the relevant department.
  5. Accurately fill out the online form and upload the necessary supporting documents (such as identity proof, address proof, and self-declaration affidavits) in PDF format.
  6. Pay the required government processing fees online. Upon submission, you will receive an Application Reference Number, which you can use to track the real-time status of your application.

2. Indigenous Inhabitant Certificate (IIC) in Nagaland: Eligibility & Guidelines

An Indigenous Inhabitant Certificate is a vital document in Nagaland required for securing tribal reservations, educational admissions, scholarships, and state government jobs.

  • Eligibility: Individuals belonging to recognized indigenous Naga tribes or long-term inhabitants fulfilling state administrative criteria.
  • Required Documents: Identity verification documents, genealogical records or village council recommendations, previous educational institution certificates, and verification documents prescribed by the respective Deputy Commissioner (DC) office.

Common Problems & Solutions

  • Portal Login OTP Issue: If you experience delays receiving an OTP on your mobile phone while logging into the portal, check your network connection or try again after some time.
  • Application Pending at DC Office: If your application shows as pending at the respective district administration or DC office for an extended period, you can contact the local authority for physical verification of your files.
  • Payment Gateway Failure: If money is debited from your bank account during online fee payment but a receipt does not generate, wait 24 hours. The system automatically reconciles and updates transaction statuses.

Services for VLEs / CSC Operators

A separate CSC/VLE operator login or registration facility is not clearly specified on the official Unified Services Portal. Therefore, CSC/VLE access should not be assumed for services listed here.

Help & Grievance

For portal registration, login and application-related assistance, the official portal identifies the USP Support Cell.
