Meghalaya Services: e-District Meghalaya, Certificates & Citizen Services

Various administrative, revenue, and welfare services are made available online by the government for the residents of Meghalaya. Thanks to ‘Digital India’ and e-governance initiatives, citizens of Meghalaya no longer need to stand in long queues or visit government offices and district headquarters for income certificates, SC/ST certificates, residential certificates, or other official documents.

You can avail of all these services from the comfort of your home via your mobile phone or computer using the e-District Meghalaya portal. On this page, we provide a complete, actionable guide to the Meghalaya government’s most important services, online portals, and application procedures.

1. e-District Meghalaya Portal (Certificates & Citizen Services)

The e-District Meghalaya (edistrict.meg.gov.in) portal operated by the Government of Meghalaya is the primary digital platform for issuing various revenue and administrative statutory certificates to citizens.

Major Services Available:

  • Residential Certificate: Official proof of being a local resident of Meghalaya.
  • Income Certificate: Essential for educational scholarships and government scheme benefits.
  • SC/ST Certificate: Required for reserved category benefits, tribal reservations, and academic scholarships.
  • Other Services: Senior Citizen certificates, Legal Heir certificates, and various department-related welfare services.

How to Apply Online on e-District Meghalaya

  1. Visit the official website: edistrict.meg.gov.in.
  2. Click on “Register” or “Create Account” to create your account as a new user (a valid mobile number and email ID are mandatory).
  3. Log in using your User ID and Password.
  4. Navigate to the “Apply for Services” section and select your desired certificate (e.g., Income Certificate) under the relevant department.
  5. Accurately fill out the online form and upload the necessary supporting documents (such as identity proof, address proof, and self-declaration affidavits) in PDF format.
  6. Pay the required government processing fees online. Upon submission, you will receive an Application Reference Number, which you can use to track the real-time status of your application.

2. Residential and Caste Certificates in Meghalaya: Eligibility & Guidelines

Residential and caste certificates are crucial documents in Meghalaya required for admissions into educational institutions, securing scholarships, and applying for state government jobs.

  • Eligibility: Citizens who are permanent residents of Meghalaya or possess valid local residency proofs.
  • Required Documents: Identity verification documents, previous educational institution certificates, recommendation reports from the local Headman, and verification documents prescribed by the respective Deputy Commissioner (DC) office.

Common Problems & Solutions

  • e-District Meghalaya Login OTP Issue: If you experience delays receiving an OTP on your mobile phone while logging into the portal, check your network connection or try again after some time.
  • Application Pending at DC Office: If your application shows as pending at the respective district administration or DC office for an extended period, you can contact the local authority for physical verification of your files.
  • Payment Gateway Failure: If money is debited from your bank account during online fee payment but a receipt does not generate, wait 24 hours. The system automatically reconciles and updates transaction statuses.

Services for VLEs / CSC Operators

CSC access is officially confirmed through Rainbow Centres (CSCs). Citizens can use these centres to access e-District services where applicable.

Help & Grievance

For government-service grievances, use the Meghalaya Public Grievance Redressal and Monitoring System (MEGPGRAMS). A grievance generates a registration number that can be used for tracking and reminders.

  • First-time applicants need to register on e-District before applying online.
