Various administrative, revenue, and welfare services are made available online by the government for the residents of Sikkim. 1. e-District Sikkim Portal (Certificates & Citizen Services)

The e-District Sikkim (edistrict.sikkim.gov.in) portal operated by the Government of Sikkim is the primary digital platform for issuing various revenue and administrative statutory certificates to citizens.

  • Certificate of Identification (COI): The most crucial identity and residency document for eligible citizens and local residents of Sikkim.

How to Apply Online on e-District Sikkim

  1. Visit the official e-District Sikkim website: edistrict.sikkim.gov.in.
  2. Click on “New Registration” to create your account as a new user (a valid mobile number and email ID are mandatory).
  3. Log in using your User ID and Password.
  4. Navigate to the “Apply for Services” section and select your desired certificate (e.g., COI or Income Certificate) under the relevant department.
  5. Accurately fill out the online form and upload the necessary supporting documents (such as identity proof, older COI or Sikkim Subject records, and self-declaration affidavits) in PDF format.
  6. Pay the required government processing fees online. Upon submission, you will receive an Application Reference Number, which you can use to track the real-time status of your application.

2. Certificate of Identification (COI) in Sikkim: Eligibility & Guidelines

A Certificate of Identification (COI) is a vital legal document in Sikkim required for securing local residency rights, employment preferences, and educational reservations within the state.

  • Eligibility: Individuals who possess a valid Sikkim Subject Certificate or fall under the recognized permanent resident norms of Sikkim.
  • Required Documents: Old COI or Sikkim Subject records, valid identity proof (such as an Aadhaar card or voter ID), residential proof, and verification reports prescribed by the respective District Collectorate office.

Common Problems & Solutions

  • Portal Login OTP Issue: If you experience delays receiving an OTP on your mobile phone while logging into the portal, check your network connection or try again after some time.
  • Application Pending at District Office: If your application shows as pending at the respective District Collectorate (DC) office for an extended period, you can contact the local revenue officer for physical verification of your files.
  • Payment Gateway Failure: If money is debited from your bank account during online fee payment but a receipt does not generate, wait 24 hours. The system automatically reconciles and updates transaction statuses.

Services for VLEs / CSC Operators

CSC access is officially relevant in Sikkim. The state has identified CSCs as a delivery channel for government services, and a CSC inaugurated in Pakyong in May 2026 provides State Government e-Services among other services.
