Jammu and Kashmir Services: e-Services, Land Records (Aapki Zameen Aapki Nigrani) & Certificates

Various administrative, revenue, and welfare services are made available online by the government for the residents of the Union Territory of Jammu and Kashmir. Thanks to ‘Digital India’ and e-governance initiatives, citizens of J&K no longer need to stand in long queues or visit government offices and tehsils for domicile certificates, income certificates, caste certificates, or land records.

You can avail of all these services from the comfort of your home via your mobile phone or computer using the J&K e-Services portal. On this page, we provide a complete, actionable guide to the Jammu and Kashmir administration’s most important services, online portals, and application procedures.

1. J&K e-Services Portal (Certificates & Citizen Services)

The J&K e-Services (jk.gov.in / jkedistrict.gov.in) portal operated by the Government of Jammu and Kashmir is the primary digital platform for issuing various administrative and revenue-related statutory certificates to citizens.

Major Services Available:

  • Domicile Certificate: Official proof of being a resident of Jammu and Kashmir.
  • Income Certificate: Essential for educational scholarships and government scheme benefits.
  • Category Certificate: Required for Scheduled Caste (SC), Scheduled Tribe (ST), Resident of Backward Area (RBA), Line of Control (ALC), and Economically Weaker Section (EWS) categories.
  • Other Services: Character certificates, Legal Heir certificates, and various social welfare assistance services.

How to Apply Online on J&K e-Services

  1. Visit the official website: jk.gov.in or the respective e-District portal.
  2. Click on “New User Registration” to create your account (a valid mobile number and email ID are mandatory).
  3. Log in using your User ID and Password.
  4. Navigate to the “Services” section and select your desired certificate (e.g., Domicile Certificate) under the relevant department (such as the Revenue Department).
  5. Accurately fill out the online form and upload the necessary supporting documents (such as your identity proof, residence proof, and self-declaration affidavit) in PDF format.
  6. Pay the required government processing fees online. Upon submission, you will receive an Application Reference Number, which you can use to track the real-time status of your application.

2. Aapki Zameen Aapki Nigrani (J&K Land Records & Jamabandi)

Land records are maintained and made available online by the Revenue Department of Jammu and Kashmir through the dedicated “Aapki Zameen Aapki Nigrani” (landrecords.jk.gov.in) portal.

  • Jamabandi / Girdawari: Facility to view land ownership records, Khasra details, and Girdawari entries online in J&K.
  • Online Mutation (Intkal): Track land ownership transfers and mutation approval statuses online.
  • How to Check: You can visit the official J&K land records website (landrecords.jk.gov.in), select your district, tehsil, and village, and view or verify your land records completely online.

3. J&K Domicile Certificate: Eligibility & Guidelines

Under the Jammu and Kashmir Reorganization Act, specific rules and categories apply for obtaining a Domicile certificate within the Union Territory.

  • Eligibility: Individuals who have resided in J&K for a period of 15 years, persons who have studied in J&K educational institutions and passed 10th or 12th standard examinations there, children of central government officials posted in the UT, and other notified categories.
  • Required Documents: Previous Permanent Resident Certificate (PRC) if available, school certificates, identity proofs (such as an Aadhaar card), and a prescribed affidavit verified by the Tehsildar.

Common Problems & Solutions

  • Portal Login OTP Delay: If you experience delays receiving an OTP on your mobile phone while logging into the portal, check your network connection or try again after some time.
  • Document Verification Pending: If your application shows as pending at the Tehsildar office for an extended duration, you may contact the local Patwari of your jurisdictional halqa for physical or digital file review.
  • Land Records Server Slowness: Due to heavy access traffic, the ‘Aapki Zameen Aapki Nigrani’ portal can occasionally experience slow loading times. Refreshing the page or trying during off-peak hours resolves the issue.

Services for VLEs / CSC Operators

CSC access is officially confirmed for J&K. The IT Department states that Common Service Centres provide G2C/B2C services to citizens across all districts of J&K. A separate public CSC/VLE registration link is not clearly specified on the official source.

Help & Grievance

For grievances, use the Government of J&K’s JK Samadhan grievance system available through the official IT Department portal.

Important Note

  • Service eligibility, documents, fees and processing requirements vary by service.
  • Some services require user registration/login before application.
  • Use the official eUNNAT/J&K ServicePlus portals for applications and tracking; avoid unofficial service websites.
