Assam Services – Citizen Services & Government Schemes

The Government of Assam has developed a robust digital governance framework to provide transparent, fast, and corruption-free government services to its citizens. Under the ARTPS (Assam Right to Public Services) Act, almost all major state services have now been digitized.

Services that were previously accessed through the old e-District portal have been completely migrated to the newly upgraded and unified ‘Sewasetu’ portal. Whether you need to apply for a Permanent Resident Certificate (PRC), an Income Certificate, register with the Employment Exchange, or update land records under ‘Mission Basundhara’, you can do it all online or through your nearest Public Facilitation Centre (PFC/CSC).

About Assam Citizen Services

Citizen service delivery in Assam currently relies on the following primary platforms:

  1. Sewasetu Portal (sewasetu.assam.gov.in): This is the master portal of the Assam Government (formerly known as RTPS Assam). Over 500 services across various departments are available here.
  2. Mission Basundhara: A flagship initiative specifically by the Revenue and Disaster Management Department, handling land-related services (Mutation, Partition, Reclassification, etc.).
  3. Dharitree (ILRMS): The official portal to view Assam’s land records, Jamabandi, and Bhunaksha online.
  4. Public Facilitation Centres (PFC) / CSCs: For citizens who cannot apply online themselves, these centers provide assisted application services for a nominal, government-fixed fee.

Assam provides a wide range of citizen services through Sewa Setu, Assam e-District, Mission Basundhara and departmental portals. These include important certificates, land and revenue services, birth and death registration, ration-card services, transport services, welfare services and other essential citizen facilities. Documents Required for Major Services

The most frequently requested services on the Sewasetu portal are the PRC, Income, and Caste Certificates. Below are the mandatory documents required for these applications:

1. Permanent Resident Certificate (PRC)

  • Address Proof: Voter ID, Electricity Bill, or Aadhaar Card.
  • Birth Proof: Birth Certificate or HSLC Admit Card.
  • Land Document: Copy of Jamabandi (if applicable).
  • Employment/Education Proof: Proof of the specific purpose for which the PRC is required (e.g., admission notice).
  • Photograph: Recent passport-size photograph.

2. Income Certificate

  • Income Proof: Salary Slip, Income Tax Return (ITR), or an Income Certificate issued by the Gaon Burah / Mouzadar.
  • ID & Address Proof: Aadhaar Card / Voter ID.
  • Photograph: Recent passport-size photograph.

3. Caste / Non-Creamy Layer (NCL) Certificate

  • Caste Proof: Old Caste Certificate of the applicant’s father or a blood relative.
  • Recommendation: Recommendation report from the Gaon Burah / Ward Commissioner / recognized socio-cultural organization.
  • ID & Address Proof.

How to Apply: Step-by-Step Guide

Citizens can choose to apply for services either offline through assisted counters or independently online.

1. Offline Process (Via Grama/Ward Sachivalayam or MeeSeva)

If you are not comfortable applying online, this is the most reliable and widely used method in the state:

  1. Gather all your original documents and one set of photocopies.
  2. Visit your nearest Grama Sachivalayam (for rural villages), Ward Sachivalayam (for urban areas), or an authorized MeeSeva center.
  3. Inform the Digital Assistant or Village Level Entrepreneur (VLE) about the exact service you need.
  4. Fill out the physical application form provided by the staff and submit it with your documents.
  5. The operator will perform your eKYC using Biometrics (Fingerprint/Iris scanner) or Aadhaar OTP.
  6. Pay the prescribed user fee (e.g., ₹35) in cash.
  7. Collect your Application Number / Transaction ID receipt. Keep this safe to track your status later.

2. Online Process (Via AP Seva Portal)

  1. Visit the Official Website: Go to vswsonline.ap.gov.in.
  2. Citizen Login: Click on ‘Citizen Login’ on the homepage. Enter your Aadhaar Number or linked Mobile Number and verify it using OTP.
  3. Select Your Service: Once the dashboard opens, navigate to the relevant department (e.g., Revenue Department) and select your desired service (e.g., Income Certificate).
  4. Fill the Application: Carefully enter the applicant’s name, address, Rice Card number, and other mandatory details.
  5. Upload Documents: Scan and upload the required documents (Aadhaar, Photo, Declaration Form) in PDF or JPEG format as specified.
  6. Payment: Complete the fee payment online using a Debit Card, Net Banking, or UPI.
  7. Acknowledgement: Upon successful payment, a Reference Number will be generated. Save or print this acknowledgment receipt.

How to Track Your Application Status

Once submitted, you can easily track exactly whose desk your file is currently on:

  1. Visit the AP Seva Portal.
  2. Click on the “Check Application Status” or “Track Your Application” link on the homepage.
  3. Enter your Application Number or Transaction ID and click ‘Submit’.
  4. The screen will display the current status of your file (e.g., Pending at VRO, Pending at RI, or Approved by Tahsildar).

How to Download and Print Your Certificate

When your application status changes to “Approved”, you do not need to visit the office again. You can instantly download your certificate:

  1. Go to the AP Seva Portal or MeeSeva portal and navigate to the “Download Certificate” section.
  2. Enter your Application Number and your Aadhaar or Registered Mobile Number.
  3. Verify via OTP.
  4. Your certificate will open as a PDF. Because it contains a Digital Signature, you can print it in color and use it immediately for all official purposes.

Common Problems and Solutions

  • OTP Not Received: If you aren’t receiving the Aadhaar OTP during login, ensure your mobile number is actively linked to your Aadhaar and that your network is stable. Alternatively, visit a Sachivalayam to authenticate using a biometric scanner.
  • Application Rejected: If your application is rejected, the status tracker will display a specific reason (e.g., “Invalid Address Proof” or “Mismatch in Details”). You will need to correct the error and submit a fresh application with the right documents.
  • Payment Failed but Amount Deducted: If your online payment is debited but no receipt is generated, wait 24-48 hours before trying again. Usually, the payment will automatically sync with the portal, or the amount will be refunded to your source bank account.

Services for VLEs / CSC Operators

CSC access is officially confirmed. Arunodoy CSCs serve as village-level front ends for Assam e-District services, allowing citizens to access government services locally.
