CSC Business Services – GST, Udyam, FSSAI, Registration & More

The CSC Digital Seva Portal provides access to various Business-to-Citizen (B2C) and Business-to-Business (B2B) services for Indian citizens. Village Level Entrepreneurs (VLEs) use this secure platform to offer essential commercial, financial, utility, and travel services to local communities.

About CSC Business Services

The Digital Seva Portal is managed by CSC e-Governance Services India Limited, under the Ministry of Electronics & IT (MeitY). It acts as a single-window delivery gateway connecting citizens with digital utility, commerce, and compliance services. Registered VLEs use it to process service requests on behalf of citizens.

1. Udyam Registration (MSME – Micro, Small and Medium Enterprises)

To get official government recognition for any small or medium business, Udyam Registration (formerly Udyog Aadhaar) is the most critical document. It helps businesses secure government tenders, bank loans (like Mudra Loans), and various subsidies.

  • Government Fee: Udyam Registration is 100% Free on the official Government of India portal. (Beware of fake third-party websites that charge money for this service).
  • Eligibility: Any individual running a business in the manufacturing or service sectors. (Retailers and wholesale traders are also now eligible to apply).
  • Required Documents: Only an Aadhaar Card and PAN Card are mandatory. Bank account details are also required to complete the profile.

How to Apply:

  1. Visit the official website: udyamregistration.gov.in.
  2. Click on the link “For New Entrepreneurs who are not Registered yet as MSME”.
  3. Enter your Aadhaar number and name, then verify via OTP.
  4. Verify your PAN details, fill in the business particulars, and submit the form.
  5. Your Udyam Certificate will be sent to your registered email address within a few days.

2. GST Registration (Goods and Services Tax)

Obtaining a GST Identification Number (GSTIN) is a major legal requirement for doing business in India, especially if your annual turnover crosses a specific threshold or if you wish to sell products online.

  • Turnover Limits (Mandatory Registration Thresholds):
    • For selling Goods: Annual turnover exceeding ₹40 Lakhs (₹20 Lakhs in Special Category States).
    • For providing Services: Annual turnover exceeding ₹20 Lakhs (₹10 Lakhs in Special Category States).
  • Government Fee: There is no official government fee for registering on the GST portal.
  • Required Documents: Aadhaar Card, PAN Card, proof of business address (Electricity Bill / Rent Agreement / NOC), bank account details (Cancelled Cheque), and a passport-size photograph.

How to Apply: Visit the official GST portal at gst.gov.in, navigate to ‘Services’ > ‘Registration’ > ‘New Registration’, and fill out Form REG-01 online.

3. FSSAI License / Food Registration

If your business is involved in the food industry in any capacity—whether it is a grocery store, restaurant, street food stall, or online food delivery—obtaining an FSSAI (Food Safety and Standards Authority of India) license or registration is mandatory.

FSSAI categorizes licenses into three tiers based on business size:

  1. Basic Registration: For small businesses and petty food business operators with an annual turnover of less than ₹12 Lakhs.
    • Government Fee: ₹100 per year.
  2. State License: For businesses with an annual turnover between ₹12 Lakhs and ₹20 Crores.
  3. Central License: For large businesses with a turnover exceeding ₹20 Crores, or those engaged in import/export.

How to Apply: To apply for any food license, you must use the official FoSCoS portal: foscos.fssai.gov.in.

4. PM Vishwakarma Yojana

This is a newly launched central sector scheme designed to support traditional artisans and craftspeople (such as carpenters, blacksmiths, potters, tailors, and masons) to scale their small businesses.

  • Core Benefits:
    • PM Vishwakarma Certificate and ID Card for official recognition.
    • An e-voucher of ₹15,000 for purchasing toolkits.
    • Collateral-free enterprise development loans of ₹1 Lakh (first tranche) and ₹2 Lakhs (second tranche) at a heavily subsidized interest rate of 5%.
    • Free skill upgrading training along with a stipend of ₹500 per day.

Services for VLEs / CSC Operators

  • Operator Login: Secure access to process all citizen and business transactions.
  • Wallet Management: Add funds to the CSC wallet to execute daily B2C payments.
  • Commission Tracking: View ledgers and track service-wise earnings.
  • VLE Registration: Apply online to start a new CSC center and offer B2C services.

Important Note

  • Assisted Delivery Only: Citizens cannot use the Digital Seva portal directly; services must be availed by visiting a registered CSC location.
  • VLE Commissions: VLEs earn an official, predefined commission on every successful business and utility transaction.
  • Registration Prerequisites: To open a CSC, applicants must complete the Telecentre Entrepreneur Course (TEC) and possess valid Aadhaar and PAN details.
